Notice of decision made / adjudication / in Civil Divisional Chambers Explanation: I agree with the first answer that it's a Council Chamber - like the Privy Counsel - and not Counsel as in a Legal Advisor, also with the 'in chambers' so an expedited process, like an injucntion, albeit not necessarily in secret: '...pronuntata in sedinta publica, azi...'
