You have to consider that "instituto" in this case is not an institute or an entity. It's a standard, a system or a principle. "Instituto" has that meaning in Portuguese too, and that's what causes confusion.

Heather has clarified that it's about a concession to manage access, rather than to gain access.

I don't see how any of the answers so far fits with the rest of the sentence.

I had him down (it must be a he, because he makes such brazenly false statements with such confidence, like Donald Trump) as a spotty teenager who reads over other students' shoulders in exams and copies their answers.

I call him CheatGPT.

It's interesting that he's now downgraded that confidence slightly, from 5 on every question to 4. Also, he's removed the bit about 'helping you to achieve your maximum potential as a translator' from his profile.
