I guess the maxim "traduttore traditore" has never been more true.

Some folks run away from literal translation as if it were something to be avoided at all costs. I don't get it. Anyway, by getting "creative" with translation we increase the the likelihood of committing translation blunders. I have no problem of getting literal and that's exactly what I recommend in this particular case. There are plenty of uses of "electrotechnical technician" online:

I don't see any possibility of translating this other than resorting to a literal translation.

I just added an alternative translation. Sorry, I didn't realize that it was the name of a course. Simply add "course" in brackets at the end of my translation: electrotechnical electrician [course].

I didn't mention a BA. But you must make a difference between an Electrical Engiener with a college degree and a Technician who never set foot on a collage in his life, but he has a certificate in Brazil called "Técnico em Eletrotécnica", with a high-school diploma, and is allowed to do only certain jobs like electrical installations, but not an electrical design.

Yes, correct. In English, it's OK to call people without a degree Engineers (e.g. train drivers). However, the translator has to make sure there are no other references to engineers in the document, as that would cause a confusion. I would use "technician". For example, you can use "electrical engineering trechnician".

It's still engineering, even though it's not a degree.

And English-speaking countries don't award qualifications in "electrical engineer" (or whatever). The words that appear in big letters at the top of the certificate are the subject, not the profession it qualifies you to practise.

Technical levels of education in Brazil are not equivalent to a college degree. You cannot call a technician "engineer" in Brazil.
