有一次我去买车，销售员问我：“are you a first responder?” 当时我不懂 "first responder" 是指什么。他见我迟疑了一下，就说“得了，你显然不是”。他之所以这么问我，是因为 first responders 买车是有优惠的，但市长、州长等“冒号”却没有。

A first responder is a person with specialized training who is among the first to arrive and provide assistance or incident resolution at the scene of an emergency. First responders typically include law enforcement officers (commonly known as police officers), emergency medical services members (such as EMTs or paramedics), fire service members (such as firefighters, search and rescue members, technical/heavy rescue members, etc) and Public Works employees such as Heavy Equipment Operators as well as Public Works Tree Department personnel. 所以说，在发生紧急情况时，第一时间到达现场的就是 First responders。我们遇到紧急情况时，肯定就是马上拨打911电话。没人会去给市长、州长打电话，而且市长、州长一般也不会去现场，更甭提“第一时间”了。一打911，警车、消防车和救护车都是马上一起出动的，而且都会以最快速度赶到现场，路上所有车辆都会给他们让路。该怎么处理，他们就怎么处理，不需要市长、州长在现场指挥。“冒号”们来指挥，只能是添乱！

去年2月21日中午12點，台州海運所屬的3萬噸級“浙海358”輪，在停靠位於象山縣西周鎮的烏沙山發電公司所屬煤碼頭時，觸碰到該碼頭，造成煤炭輸送帶從中間斷開，碼頭坍塌60多米，大部分沉入海底。該事故引起省委、省政府的高度重視，省領導第一時間到現場召開專題協調會議，對電煤應急保障及碼頭搶修等工作進行部署，要求儘快完成對碼頭棧橋的恢復，以減少對電煤運輸的影響。
在这种情况下，也许需要省领导到现场协调各部门各单位的救灾工作，但肯定不是“第一时间”赶到现场，除非他们在事故发生前就待在现场。象山县离浙江省会杭州大约为215公里，省领导即使乘直升飞机赶到象山县，也得将近一小时。“第一时间”赶到现场的肯定是 first responders。
很久以前，宾州有座煤矿塌方，有不少矿工被堵在矿下。电视台实况转播了现场抢救的情况。宾州州长也赶到了现场，但他不是去指手划脚，而是在矿工们被救上地面之后帮着抬担架。那些 first responders 及其领导都知道他们该怎么干。只有在必要时，才去请示州长。
