Na osnovu člana 16. stav 3. Zakona o veterinarstvu u Bosni i Hercegovini („Službeni glasnik BiH“, broj 34/02), članova 6.; 7.; 11. i 24. stav (6) Pravilnika o obilježavanju i kontroli kretanja životinja u Bosni i Hercegovini („Službeni glasnik BiH“, broj 13/10, 79/10, 25/11, 103/11, 41/12, 52/15, 02/16 i 66/16), direktor Kancelarije za veterinarstvo Bosne i Hercegovine, uz predhodno pribavljene propisane saglasnosti nadležnih tijela, donosi

IDENTIFIKACIJE, KRETANJA I PRAĆENJA KRETANJA GOVEDA
1. REGISTAR IMANJA
Imanje označava svaki objekat, zgradu ili mjesto, a u slučaju otvorenog prostora, bilo koje mjesto na kom se životinje uzgajaju, drže ili se na neki drugi način sa njima postupa.
Imaoci životinja su fizička i pravna lica, koja su vlasnici životinja, odnosno koja se bave uzgajanjem, zaštitom, upotrebom, gajenjem, upravljanjem, obučavanjem, prevozom ili prodajom životinja.
Registar imanja u Državnoj bazi podataka (u daljnjem tekstu: DBP) predstavlja osnovnu bazu podataka o svim imanjima na kojima se drže domaće životinje. Svako imanje u Registru zabilježeno je pod jedinstvenim registracijskim brojem kojeg dodjeljuje Agencija za obilježavanje životinja (u daljnjem tekstu:Agencija). Registar imanja sadrži podatke o vlasniku (imaocu) životinja i uzgajivača.
Registar životinja na imanju označava registar u koji vlasnici (imaoci) životinja i uzgajivači unose sve podatke u vezi sa životinjama i kretanjem životinja, vodi se na svakoj farmi na kojoj se drže goveda.
Jedinstveni registracijski broj imanja sastoji se od dvoslovne oznake zemlje (BA) i dvanaestobrojčane oznake. Jednom dodijeljeni Jedinstveni registracijski broj imanja je neponovljiv.
Svaki vlasnik imanja na kojem se drže goveda mora biti upisan u Registar imanja.
2. REGISTRACIJA IMANJA I DODJELA JEDINSTVENOG REGISTRACIJSKOG BROJA
2.1. Registracija imanja
Zahtjev za registraciju imanja vlasnik podnosi ovlašćenoj veterinarskoj organizaciji putem dokumenta „Zahtjev za prijavu događaja“.

Ovlašćeno lice veterinarske organizacije dolazi na imanje i u saradnji sa vlasnikom imanja popunjava Obrazac za registraciju (Obrazac A). Vlasnik imanja je odgovoran za ispravnost podataka „o imanju“ koje daje ovlašćenom veterinaru koji je dužan da sprovede registraciju „imanja“, u okviru svojih odgovornosti. Ovlašćeni veterinar dužan je da popuni Obrazac „A“ sa svim podacima koji se odnose na „imanje“ držaoca ili vlasnika.
Popunjavanje Obrasca „A“ vrši se u četiri kopije, od kojih se:
- Original i prva kopija dostavljaju Regionalnoj kancelariji za unos podataka (u daljnjem tekstu: KUP)
- Original KUP dostavlja u Agenciju
- Druga kopija ostaje Ovlašćenoj veterinarskoj organizaciji (u daljnjem tekstu: OVO).
- Treća kopija ostaje vlasniku
Ovlašćeni veterinar iz OVO popunjava Obrazac „A“ čitko i velikim štampanim slovima, i dostavlja u Agenciju putem KUP-a.
Ako je vlasnik imanja pravno lice uz Obrazac „A“ potrebno je dostaviti i sledeću dokumentaciju:
- kopiju rješenja o registraciji pravnog lica i
- kopiju JIB-a.

2.2. Pregled Obrasca za registraciju
Po zaprimanju Obrasca za registraciju na propisanom Obrazcu „A“, u Agenciji se vrši pregled zaprimljenog Obrasca „A“ i eventualne prateće dokumentacije (ako se vrši registracija pravnih lica) od strane operativnog menadžera.
Po pregledu dostavljene dokumentacije, operativni menadžer utvrđuje da li je Obrazac „A“ popunjen na propisan način.
Nakon pregleda uredno popunjen Obrazac „A“ se dostavlja na rad operateru, a neuredan vraća u OVO putem KUP-a na ažuriranje.
2.3 Izrada certifikata i dodjela jedinstvenog registracijskog broja
Operater za izradu certifikata po dostavljenom Obrascu „A“ u DBP unosi sve navedene podatke, na osnovu kojih se za to imanje automatski dodjeljuje jedinstven registracijski broj imanja i štampa CERTIFIKAT na propisanom Obrascu „T“.

FOR IDENTIFICATION, MOVEMENT, AND TRACKING OF BOVINE
1. HOLDING REGISTER
"Holding" means any establishment, construction or, in the case of an open-air holding, any place in which animals are held, kept or handled.
"Keeper" means any natural or legal person which is the owner of animals or deals with breeding, protection, use, husbandry, training or animal sales.
The National Database of registered holdings (hereinafter referred to as NDB) is a basic database of all holdings keeping domestic animals. Each holding in the Register is registered under a unique registration number assigned by the Animal Marking Agency (hereinafter referred to as the Agency). The holding register contains information about the owner (holder) of the animals and the breeder.
The Holding Register of Animals is a register in which the owners (holders) of animals and breeders enter all animal-related information and movement of animals, maintained on each holding where bovine animals are kept.
The unique registration number of the holding consists of a two-sign mark of a country (BA) and twelve-denomination marking. Once assigned, the unique registration number of the property is unrepeatable.
Every owner of a holding on which bovine animals are kept must be entered in the Holding Register.
2. HOLDING REGISTRATION AND ASSIGNING OF THE UNIQUE REGISTRATION NUMBER
2.1. Registration of holding
An application for registration of the holding shall be submitted by the owner to the authorized veterinary organization by the document entitled "Event Application Request".

An authorized person of a veterinary organization comes to a holding and in cooperation with the owner of the holding fills out the Registration Form (Form A). The owner of the holding is responsible for the correctness of the "holding" data provided to an authorized veterinary who is obliged to carry out the registration of the "holding", within his responsibilities. The authorized veterinary is obliged to fill Form "A" with all the information relating to the "holding" of the keeper or owner.
Filling the Form "A" is performed in four copies, of which:
- Original and first copies are delivered to the Regional Office for Data Entry (hereinafter: ODE)
- The ODE submits the original to the Agency
- The second copy remains with the Authorized Veterinary Organization (hereinafter referred to as AVO).
- The third copy remains with the owner
The authorized veterinary from AVO fills Form "A" in legible and large letters and submits it to the Agency by the ODE.
If the owner of the holding is a legal entity, he is obliged to submit following documentation together with Form "A":
- a copy of the Certificate of Registration of a legal Entitiesand
- a copy of Unique Identification Number.

2.2. Overview of Registration Form
Upon receipt of the Registration Form on the prescribed Form "A", the Agency shall review the received Form "A" and any supporting documentation (if legal persons are registered) by the Operations Manager.
Upon review of the submitted documentation, the Operations Manager determines whether Form "A" has been completed in a prescribed manner.
After reviewing, the suitably filled Form "A" is submitted to the operator and the unsuitable ones are returned to AVO by the ODE for updating.
2.3 Certificate issuing and assigning of a unique registration number
Pursuant to entered data in NDB from the Form "A" by the Certificate Issuing Operator, the holding is automatically assigned with a unique registration number of the holding and CERTIFICATE printed on the prescribed Form "T".
