agree Rachel Douglas : "If the release date is approaching for a prisoner who's an annoyance or threat to the authorities - no problem! Just..." I don't think the asker was trying to sneak in a second term question, only to figure out how to integrate that into the sentence.

Thank you, Rachel. I do`t see here any problem either. I like your version"a threat to the authorities". "Dangerous" is not the correct word here. Might be because I`m not a native English speaker, but I don`t think this article is easy for translation.
