Not 'cuntie', please. Has nothing to do with age and isn't exclusively reserved to address/refer to females. "Brat" can also be either boy or girl.

I'm trying to think of words that would fit a British English context, and these are my suggestions, getting less insulting as they go. "Chit of a girl" can be quite complimentary.

I guess it’s very close to ‘шмакодявка’, so ‘schloomp' or 'squeegie’ would probably do.

There is also 'whippersnapper'.

Not equivalents for "писюха", not exclusively reserved for females, but may work in your context.

I think I know a much better option. "Писюха" is basically a synonym of "соплячка". Therefore I believe you can use "snot nose" or "snot nose girl". Here are some examples I was able to google out:

I wanted to park in the pub car park next to the pub playground-but I was told no that I had to park in the runners carpark by a snot nose girl who talked to me as if I was stupid.

I would be dissapointed if there was just a big fight which carried on untill everyone on one side was dead, not least because this would make all the time spent on the King's relationship with the snot nose girl a complete waste.

That's about all I could found that seems to fit your context. However "snot nose" without "girl" is rather widely used. I suggest adding "girl" because the Russian word is strictly feminine and, as far as I know, there is no full equivalent in masculine.
