I cannot make heads or tails of this--I can translate each term but the phrase doesn't gel at all!

Rare is the market which traffics in wisdom.
The word order can throw you off. "Rarum" must qualify "forum" (n.). Lit. "A rare market does mixing with wisdom."
Hope this helps.

Isn't your sentence perhaps "Raram fecit mixturam cum sapientia forma"?
The translation is "Rare is a combination of wisdom and beauty" and it's from Petronius' Satyricon, 94.
(See ref. 1 for the Latin text, ref. 2 for the English translation).
Good luck.
