Siamo in ambito di federalismo fiscale in Spagna, vi riporto uno stralcio in cui viene utilizzata l'espressione (dopo starting, secondo paragrafo):
The Competitiveness Fund is devised for reinforcing equity and efficiency in the financing of citizens spending needs and for reducing per capita financing disparities, at the same time it fosters autonomous communities’ autonomy and fiscal capacity and disincentives harmful tax competition.
Starting with an amount of € 2.572,5 million, each year Budget Law will include an allocation that will evolve annually at the rate of the ITE. This allocation will be allotted to regions whose per capita financing is bellow average or bellow its own fiscal capacity, according to its relative adjusted population.
