Discussion
A "provision" in the annual accounts is money put aside (/ "kept in reserve" to pay same expected costs that are not yet due.
Like a pharmaceutical company putting aside a "provision" to pay fines and compensations for misselling of products, not yet determined but expected to come with certainty.
Or here some additional costs (created by a change in legislation) yet to be finally determined.
BTW even in your example "charges" is not the same as "provision sur charges".
