The sentence before seems very relevant as it delivers the necessary context and tells us who "éstos" are:<br><br>"El capitán o patrón de embarcaciones pesqueras con que se hubiesen cometido las infracciones contenidas en el artículo 132 de la presente Ley, sufrirá la pena accesoria de cancelación de su matrícula o título otorgado para realizar la actividad pesquera. Yes, you're right, Marie, I should have looked it up. It means fishing permits.

"Despachos via la pesca" are fishing permits I think. But making sense of the rest isn't easy. "Commercial vessels fishing in the west-coast territorial waters of Mexico do so ... These include fishing permits (despachos via la pesca) , boat registrations .."

Yes, I guess I should have mentioned in the question that the obvious answer would be crew, however vessel isn't part of a crew, and in this situation authority is being granted to the vessel not the crew. As such, one can't authorize a vessel that's in its crew. Thank you very much for the comments and references below Eski :)
