The meaning of the term is quite clear: the amount of things that have gone wrong with the patient and will not be put right by treatment the overall picture of his/her/their permanent damage. I am not sure, however, that it would be easily understood as clinical language.
Example sentence:
Il quadro menomativo comprende decalcificazione e artrosi.
The permanent overall damages include decalcification and arthrosis.
