I was actually just thinking of adding "staffed help desk" (not a 'manned' help desk in this case ;-), BTW it's another example of gender bias - technically we can say 'manned', why not 'womanned'? ;-) )

Quite difficult to capture this one term concisely!

I think in this context it means both the fact that there is such a facility, and also, the times at which it is / has been available: it's no good having a plush office if it's only open 1 hr a month!

Thanks, Tony, I wasn't sure whether to accept this, which is obviously what is meant, or Catherine's entry, but she has given several relevant quotes, so I think that must be what it would be called.
I hadn't seen your note - yes, 'Help desk' could be by phone, but it is probably still the best translation, possibly 'in-person reception help desk', would be, in fact, but I can't give points to more than one person.

I don't think it's necessary to say "desk" or such like - it's obvious that when you go into any kind of centre you will go to the "desk"

Not so, "un refuge" is a women's shelter.
