to my mind this gets the idea across succinctly

4 KudoZ points awarded for this answer.
Comment: "Thank you very much, Catherine, I find your references convincing for use in this context. As Tony M (and MatthewLaSon) point out, it would probably be necessary to add something to indicate that it is an 'in-person' help desk."

12 mins
stay
I think it is speaking of the "physical permanence", that is the stay, of guests.
23 mins
office
This is about the physical offices or reception centres that welcome victims of violence (in this case, about providing a register of these sites).
33 mins
stand-by
TERMIUM offers a possible translation (2nd entry) as it pertains to work relations. It seems the phrase in question refers to the constant availability of welcome desk personnel, but more context would be helpful.

42 mins
office hours
a "permanence" is a fixed time when an office is open or a person is available, usually without an appointment.

: I see what you're getting at, but 'office hours' often refers to, well, office hours, whereas many "permanences" are outside of office hours - evenings, weekends etc.

: Or bearing in mind CCS's comment, "on-call hours".

in-person reception facilites and times
Quite difficult to capture this one term concisely!
I think in this context it means both the fact that there is such a facility, and also, the times at which it is / has been available: it's no good having a plush office if it's only open 1 hr a month!

Note from asker:
Thanks, Tony, I wasn't sure whether to accept this, which is obviously what is meant, or Catherine's entry, but she has given several relevant quotes, so I think that must be what it would be called. |
I hadn't seen your note - yes, 'Help desk' could be by phone, but it is probably still the best translation, possibly 'in-person reception help desk', would be, in fact, but I can't give points to more than one person. |

drop-in centre
I don't think it's necessary to say "desk" or such like - it's obvious that when you go into any kind of centre you will go to the "desk"

Francis Marche
: The drop-in centre in reference would be "un refuge"

Not so, "un refuge" is a women's shelter.

Tony M
: But the trouble is, it could be a lot LESS than an actual drop-in centre as well; it is quite likely to be just borrowed office space one afternoon a week, for example... This could suggest a more formal structure
