Amendment of Regulations of the Minister of Roads and Communications
The Regulation is established on the basis of subsection 34(2) of the Railways Act and subsection 19(2) of the Roads Act.
§1. The following amendments are made in the Minister of Roads and Communications Regulation No. 39 of 9 July 1999 „Approval of Rules for Technical Use of Railways“ (RTL 1999, 127, 1773; 2008, 70, 995):
1) Annex 4 to „Approval of Rules for Technical Use of Railways“ is amended and worded as follows:
„INSTRUCTIONS FOR THE CONSTRUCTION, MAINTENANCE AND USE OF LEVEL CROSSINGS AND PEDESTRIAN CROSSINGS
§1. General provisions
(1) Instructions for the construction, maintenance and use of level crossings and pedestrian crossings (hereinafter respectively: level crossing, pedestrian crossing) (hereinafter: Instructions for the Maintenance of Crossings) provide technical requirements for the maintenance and operation of level crossings and pedestrian crossings and the related equipment.
(2) Instructions for the Maintenance of Crossings set requirements for the construction of, supply with signalling equipment and ensuring of traffic safety at level crossings and pedestrian crossings. A crossing has to ensure safe traffic to rail vehicles and motor vehicles and other road users.
(3) Instructions for the Maintenance of Crossings apply to level crossings and pedestrian crossings operated or at the stage of construction or design.
§2. Definitions
(1) Traffic light signalisation is a dependence device between the automatic traffic light signalisation of a level crossing and special traffic lights used as interlocking traffic lights. Traffic light signalisation can only be used on sidings and in urban areas if approach areas with estimated normal lengths cannot be applied.
(2) Local instructions are rules for technical use of crossings and their equipment, approved by a railway infrastructure manager or possessor of railway infrastructure, to stipulate the procedure of operation, maintenance and servicing of the equipment of level crossings and pedestrian crossings.
(3) Approach area is a part of railway before a level crossing, which has been equipped with electrical track circuits or sensors. Its length is determined by calculation and depends on the speed of rail vehicles and length of the level crossing for vehicles. The approach area has to ensure a timely signal from approaching rail vehicles for automatic switching of the automatic traffic light signalisation and barriers (if any) of a level crossing.
(4) Informing signalisation is the signalisation system at a level crossing, in the case of which a level crossing operator stops road traffic over a level crossing according to the procedure provided in local instructions upon the reception of information on the approach of rail vehicles to the level crossing with an optical and sound signal.
(5) Barrier is a device consisting of a blocking bar and a drive to stop road traffic over a level crossing. In the case of automatic signalisation, a barrier is a back-up device which blocks road traffic of all road users over a level crossing as a mechanical obstacle in addition to automatic traffic light signalisation.
Barriers are classified as follows according to their operating mode:
1) automatic barriers, in the case of which blocking bars stop road traffic automatically after the entry of rail vehicles to the approach area and switching on crossing traffic lights. After passing of the rail vehicle over the level crossing, the blocking bars are automatically raised and take the open position and crossing traffic lights stop giving prohibiting signals;
2) semiautomatic barriers, in the case of which blocking bars stop road traffic automatically after the entry of rail vehicles to the approach area or, in the case of existence of the respective dependence device, upon opening the permitting signal for the rail vehicle or upon pressing the respective button on the control desk of the traffic operator. Blocking bars are raised and take the open position after passing of the rail vehicle over the level crossing and pressing the respective button on the control desk of the traffic operator;
3) mechanical barriers, in the case of which blocking bars are opened and closed manually by a level crossing operator or an employee mentioned in local instructions;
(6) Interlocking signalisation consists in interlocking traffic lights for rail vehicles which are installed before a crossing and controlled by the level crossing operator. Drive-through traffic lights, entry traffic lights, departure traffic lights, warning traffic lights, manoeuvring traffic lights and routing traffic lights supplied with the required dependence and closest to the level crossing can be used as interlocking traffic lights.
(7) A guarded level crossing is a level crossing supplied with video guarding or manned guarding.

Наредбата е изготвена въз основа на подраздел 34, точка 2 от Закона за железните пътища и подраздел 19, точка 2 от Закона за пътищата.
Параграф 1. Следните поправки са направени в Наредба № 39 от 9 юли 1999 г. на министъра на пътищата и комуникациите „Одобрение на правилата за техническо ползване на железопътните линии“ (RTL 1999, 127,1773; 2008, 70,995):
1) Анекс 4 към „Одобрение на правилата за техническо ползване на железопътните линии“ е поправен и формулиран както следва:
„ИНСТРУКЦИИ ЗА СТРОИТЕЛСТВО, ПОДДРЪЖКА И ПОЛЗВАНЕ НА ПРЕЛЕЗИ И ПЕШЕХОДНИ ПЪТЕКИ
Параграф 1. Общи положения
(1) Инструкциите за строителство, поддръжка и ползване на ж.п. прелези и пресечки за пешеходци (респективно: ж.п. прелез, пешеходни пътеки) (Инструкции за поддръжка на ж.п. прелези и пешеходни пътеки) осигуряват технически изисквания за поддръжка и експлоатация на ж.п. прелези и пешеходни пътеки и свързаното с тях оборудване.
(2) Инструкции за приетите изисквания относно поддръжка на ж.п. прелези и пешеходни пътеки за изграждане, оборудване със светлинни сигнали и осигуряване на безопасност на движението по ж.п. прелези и пресечки за пешеходци. Прелезите трябва да осигуряват безопасно движение на релсовите превозни средства, моторните превозни средства и всички останали, които ползват пътя.
(3) Инструкциите за поддръжка на ж.п. прелези се прилагат за ж.п. прелези и пешеходни пътеки в експлоатация или в етап на строителство и проектиране.
Параграф 2. Определения
(1) Светофарна сигнализация е устройство, което свързва автоматичния светофар на ж.п.прелез и специален светофар, използван като координиращ светофар.
Светофарна сигнализация може да бъде използвана само при отбивки и в населени места, ако не могат да бъдат направени изолирани звена с определената нормална дължина.
(2) Местни инструкции са правила за техническо ползване на прелези и тяхното оборудване, одобрени от мениджър на ж.п. инфраструктура или собственик на ж.п. инфраструктура, с цел уточняване на процедурата на експлоатация, поддръжка и обслужване на оборудването на ж.п. прелези и пешеходни пътеки.
(3) Изолирано звено е част от ж.п. линия преди ж.п. прелез, която е оборудвана с електрически вериги по релсите или сензори. Дължината му се определя чрез изчисляване и зависи от скоростта на релсовите превозни средства и дължината на ж.п. прелеза за превозните средства. Изолираното звено трябва да осигури навременно подаване на сигнал от приближаващите релсови превозни средства за автоматично включване на автоматичното прелезно устройство – светофар или бариери (ако има такива).
(4) Информираща сигнализация е сигнализационна система на ж.п. прелез, при която оператор на прелеза спира пътния трафик преди прелеза според процедурата на местните инструкции при получаване на информация за приближаване на релсови превозни средства към ж.п. прелез със зрителен и звуков сигнал.
(5) Бариера е устройство, което се състои от блокираща греда и механизъм за спиране на пътния трафик преди ж.п. прелез. В случай на автоматична сигнализация, бариерата е резервно устройство, което блокира пътния поток преди ж.п. прелеза като механично препятствие в допълнение към автоматичния прелезен светофар.
Бариерите се класифицират според начина си на действие:
1) автоматични бариери, при които блокиращите греди спират пътния поток автоматично след навлизане на релсови превозни средства в изолираното звено и включване на прелезния светофар. След преминаване на релсовото превозно средство през прелеза, блокиращите греди автоматично се вдигат и заемат вертикална позиция, а прелезният светофар спира да дава забранителни сигнали.
2) полуавтоматични бариери, при които блокиращите греди спират пътния трафик автоматично, след навлизане на релсовото превозно средство в изолираното звено или, в случай на съществуване на съответното свързващо устройство, при даване на разрешителен сигнал за релсовото превозно средство или ако операторът на трафика натисне съответния бутон на контролното табло. Блокиращите греди се повдигат и заемат вертикална позиция, след като релсовото превозно средство мине през прелеза и оператора натисне съответния бутон върху контролното табло.
3) механични бариери, при които блокиращите греди се отварят и затварят ръчно от оператор на прелеза или служител упоменат в местните инструкции.
6) Координиращата сигнализация се състои от координиращ светофар за релсовите превозни средства, който се инсталира преди прелеза и се контролира от оператор на прелеза. Светофари указващи преминаване, влизане, предупреждение, маневриране и указване на маршрут, снабдени с необходимото свързване и най-близки до прелеза могат да бъдат използвани като координираща сигнализация.
(7) Охраняем ж.п. прелез е ж.п. прелез снабден с видео охраняване или служител, който го охранява.

Първо бих искала да благодаря на CGArena за отправената ми покана, да направя урок, как беше създадена творбата ми “Daydreamar”.
Използвах Photoshop CS4 и Wacom Sintick.
Много пъти създаването на една творба започва с конкретна скица или рисунка. При мен, в по-голямата част от случаите започва като хаос от случайни петна на принципа на една живописна подложка при класическото рисуване. Също като децата, които са загледани в облаците през горещ летен ден, така и аз откривам в хаоса странни същества и необятни земи.
I. ИДЕЯТА
Във петната ще видите как постепенно фантазията ви ще сътвори неща, които иначе трудно бихте създали и идеята ще започне стъпка по стъпка да се оформя. Когато успеете да оформите в съзнанието си базовата идея, тогава идват първите основни стъпки.
1. Бърза скица на работата.
2. Основен силует и цветна тоналност.
3. И не на последно място създаване на специфично усещане или ефект, с
които да пресъздадете вид настроение, което искате да присъства в
картината ви.
II. ОСНОВНО УСЕЩАНЕ В КАРТИНАТА
Това могат да бъдат, както в случая, летящи пръски светлина и късчета зелена земя, може да бъде силен ракурс, специфичен светлинен източник или нещо друго, което би впечатлило публиката от пръв поглед..., защото знаем, че първите впечатления са най-важните, те грабват зрителите.
III. КОМПОЗИЦИЯ
Основните видове композиция са триъгълна, пирамидална и кръгова. Обектите в картината се подреждат така, че да се постигне основният търсен ефект. При мен в случая съм използвала кръгова композиция, следваща движението на летящите пръски светлина, като съм подчертала по-късно това усещане чрез опашката на едното същество, която също следва кръговото движение. Но така или иначе, за мен най-важното си остава композиционният център. Точката, която първо вижда човешкото око. Или центърът на картината. В повечето случаи, ако прокарате две линии от ъгъл до ъгъл, там, където те се пресичат е центърът на картината. Там е обектът, който зрителят първо ще види – главен герой, или по-силен детайл, или цветно петно. Често се случва композиционният център да е изместен и да не съвпада с центъра на формата. Но за да се възприема с лекота от човешкото око, то центърът на картината трябва в такъв случай да е спокоен и изчистен.

First of all, I’d like to thank CGArena for the invitation to present a tutorial about the creation of my work Daydreamer!
I have used Photoshop CS4 и Wacom Sintick.
Very often the creation of a work of art begins with a sketch or a drawing. With me, most of the times it would begin as a chaos evolving from scattered spots, based on the principle of a colorful overlay in the classic drawing.
Just like the children stare in the clouds in a hot summer day, so do I discover, in the chaos, fanciful creatures and vast lands.
I. THE IDEA
While looking at the colourful spots you will see that your fantasy is gradually going to create images, which otherwise you would find hard to produce and the idea is going to take shape step by step. Once the basic idea has already taken form in your mind, then comes the time for the first main steps:
1. A quick sketch of your work.
2. The basic silhouette and range of colours.
3. And last but not least, creating the specific sense or effect by which you recreate the kind of mood that you would like to fill up your picture.
II. THE MAIN FEELING ON THE PICTURE
This could be, as it is in this case, flying splashes of light and pieces of green land, could be a strong foreshortening, a particular source of light or something else, which could grab the audience attention, because as we know the first impressions are the most important. They win the audience.
III. COMPOSITION
Composition could be divided into triangular, pyramidal and circular. The objects in the picture are situated in such a way, so that the main sought after effect could be achieved. In my particular case I have used circular composition, which follows the movement of the flying splashes of light, and I have later on intensified this feeling through one of the creatures’ tail, which also follows the circular movement. This way or other, the composition centre remains the most important to me. The point, which is noticed first by any human eye. Or this is the centre of the picture. Most often, if you draw two lines between the picture angles, the point where they cross is the picture centre. There is the object, which will be noticed firstly by the viewer – a main character or an impressive detail, or a colour spot. It happens often that the composition centre has been pushed further away and does not coincide with the format centre. But in order to be perceived easily by the human eye, the picture centre in this case should be peaceful and clear.
