Here, I guess that 'çökmek' must have the meanıng of 'settle down', whıch would correspond to meanıng 8 of 'çökmek' in the 'Türk Dil Kurumu Türkçe Sözlük' : '(Tortu) Dibe inmek'. I have never seen 'çökmek' used in quite this way before. What do you think?

They are trying to get rid of words imported from Arabic, Farsi, and other languages. In this process, they sometimes offer some meaningless meanings. The writer could be using one of their newest meaningless definitions.

This sentence is shortly trying to underline the important role that economical development will play on ---stopping & removing of squatter settlement---, but I agree that it sounds to be a bad translation of another original, and rest of the text should be full with such expression defects.
