Dictionaries say "targeting," translator says "precision," but I (the editor) don't think either one of them is clear. It seems to mean something like their superior ability to deliver the cargo close to where it is needed, but I can't think of an English word for that.

Discussion

Susan Welsh (asker) Mar 4, 2018:
in the news... I just noticed that Putin used "адресность" twice in his annual address to the Duma and Federation Council, although not in the context of cargo. "На принципах справедливости и адресности нужно выстроить всю систему социальной помощи. Мы много об этом говорим, но это нужно в конце концов сделать. Её должны получать граждане, семьи, которые действительно нуждаются." This may be obvious to all you native RU speakers, but it helps me to see how the calque from French or English (?) has made its way to Russian in diverse contexts. I think the translation "targeting" would work here, since he is talking about social assistance going to those who really need it.

Turdimurod Rakhmanov Feb 26, 2018:
As I see from the context, relevance is suitable interpeting of the word "адресность", for ex. If we say "relevance of cargos delivered", it would mean whom those cargos belong to or who destined or intended destination or client is etc.
Utmost priority also might work considering the advantage and speed of railway cargo delivery as compared with sea or marine transporting and railway cargos usually transport more valuable things which must be delivered on time and faster.
Oleksandr Kupriyanchuk Feb 26, 2018:
Pls don't narrow the meaning of "адресность" адресность=relevance to the type, quantity AND address of a cargo [to be delivered]. For instance, "адресность грузов (на станции-отправителе пишется, сколько груза на конкретную станцию надо доставить)" — quote from https://forums.ttdrussia.net/viewtopic.php?f=14&t=4136 . Railways can deliver a more precise quantity (even one container) of a wider range of cargos to a place closer to respective destinations, and much, much quicker. Trucks and minivans have a much higher адресность доставки грузов (than railways) :)
IrinaN Feb 26, 2018:
rushed and deleted accidentally the missing part is "considering that RR are much better suited for door-to-door delivery than"
IrinaN Feb 26, 2018:
@Susan It seems like адресность means door-to-door in cargo delivery context, and there are tons of Google hits explaining адресная доставка. So maybe smth along <considering that RR are much better suited for door-to-door delivery than> - only a though, not a final sentence

Susan, I apologize but I just learned that I have to fly out of town tomorrow, no time for specific links... Interpreter's crazy life.
Turdimurod Rakhmanov Feb 26, 2018:
If precision it would mean "точность", а **адресность** означает right destination, relevance etc.
And "proximity" to a place or person is nearness to that place or person. It means "близость" Here it is a bit different.
Susan Welsh (asker) Feb 26, 2018:
@Tatiana Ah, proximity is good.
Susan Welsh (asker) Feb 26, 2018:
@Mikhail Well, I think that's the same thing. Railroads can stop at lots of places, but ships are more limited in that regard.
Tatiana Grehan Feb 26, 2018:
Not sure, if this will help, but I just wanted to say that your understanding of the term "адресность" in this case is absolutely correct - "delivering the cargo close to where it is needed", which can be easier achieved with railway container shipment as opposed to marine container shipment. Maybe "higher proximity" is a better way to translate it?
Mikhail Kropotov Feb 26, 2018:
precision seems to be the right idea. granularity? I don't think it's the ability to deliver cargo, but the diversity of the shipments' specific destinations/addresses.

Or "perform much better in terms of door-to-door delivery".

4 KudoZ points awarded for this answer. Comment: "This is what the author wants. Thanks also to Irina, who suggested it first! I think it evokes Fedex or DHL (literally "to your door"), and prefer "geographical proximity of delivery.""

addressness

адресность - address capacity
http://school.bakai.ru/dictcompterms/adresnosti_addressness
the ability to deliver cargo close to its target

yes, targeting means the address capacity or so-called addressness (not very popular yet)
Note from asker:
I also saw that online, but unfortunately "addressness" means absolutely nothing in English.
