Context - the text says that new roads must be built so that goods can be supplied to the site and 'для подвоза работающих данными ТЭО'.

Could this be Транспортно-экспедиционное обслуживание, and if so, what exactly is happening here?

Angela, the sentence is badly formulated in Russian but it does make sense. It means that JOI data will be delivered to the workers (literally: for the purpose of delivery of JOI data to the workers)

I don't think TEO fits this context at all. That's why I have asked Emily to provide the original context. How can TEO give a lift to the employees? It doesn't make much sense. Context, please! :-)

The problem is that Russian ТЭО is very different from English term "feasibility study". Therefore, in joint Russian-American projects Russian ТЭО is translated as TEO. The closest English equivalent to Russian ТЭО is JOI (justification of investments).

Yes, you've got to get the experts in to investigate the site and prepare the plans before there's any point in supplying goods!

Hi, I know this term, but a Russian colleague assured me it couldn't fit here.. I read it to mean the 'people working on the feasibility study' - is that how you read it too?

А может здесь идет речь об условиях Технико-экономического обследования строительного проекта? В этом случае перевод будет выглядеть следующим образом - technical and economic assessment, feasibility study

Frankly speaking - lack of context...
May be the context is about the technical and economic assessment of the construction project, in that case translation would be - "Technical and Economic Assessment" or just "Feasibility Study"
