The article is discussing the economic connections between Moscow and Moscow Oblast, specifically the items that can be found for sale at Moscow markets that were brought in from oblast suppliers:

Would you call these craft items? Something more eloquent? Or have I missed the meaning entirely?

Misha, I'm sorry you were displeased with my choice. If I had known exactly what I wanted, then I wouldn't have needed to ask the question at all. This fell into the category of "something more eloquent," in my estimation at least. "Arts and crafts" is a standard phrase that implies various handmade things in various media. It really isn't any broader in meaning than "crafts" alone, just a bit more idiomatic...IMHO, of course.

You should really formulate your questions better to make absolutely sure what it is you want. You wanted crafts - I gave you crafts. I could have included arts too, but you never asked for them
