gaping loopholes
I realize that holes are simply holes, but the slightly incongruous (though widely used) "gaping loopholes," might drive home the utterly shocking nature of the looseness of this legislation. "Loophole" is the usual term for some clause, or omission, in a law or regulation that allows people do things quite legally, though the law was designed to stop them.

: Absolutely, Rachel. If we talk about legislation, this is the only word that comes to mind. A hole in the legislation brings to mind a little mouse eathing through the legislative bill. :-)
