benefits не означает полного освобождения, какие-то налоги все равно платятся. Если освободжают вообще от его уплаты можно сказать 'exemption (from)'

: Катя, "tax allowance"- это "фиксированный налоговый вычет (из налогооблагаемой базы)" (некая фикс. сумма, скажем, 1000 руб. на 1 иждивенца), что тоже льгота, но скорее, частный ее случай.
