Russian Federation (RF) entry and exit requirements
"On the procedure ......." is ok (except that "FOR" would be grammatically incorrect, should be be " on the procedure OF" ) since it has been kind of established already as a corporate terminology even though personally i don't like it.
I suggest a couple of more options:
1. entry and exit requirements
2. eligibility requirements for admission into the Russian Federation and exiting the Russian federation
