Может быть такая проблема и существует, но тогда необходимо отметить, что лучший способ сделать, чтобы всюду был только "белый бизнес", - это взять и отменить все налоги.

"white business" I am hesitant about this obvious choice as in English it might also imply a race-specific business (black vs. white business).

disagree Rachel Douglas : But not in English. It has a completely different connotation: racial. / Don't worry! It's a surprising thing in AE. In Richmond, Va. there's a "Powhite" highway. People assume it's from "poor white," but it's a word from the local native Am language.

You are right, shame on me:( colour connotations were the subject of my graduation paper in comparative linguistics, which I've looked through 5 min ago, and you are definitely right, white doesn't have such a connotation. What a shame:(

This is an idiomatic expression (meaning "legal," "in compliance with the law," "legitimate"), but so is "белый бизнес", so it might be just the thing.

on the books (in this context)

Business that is done "on the books" shows income and is therefore "visible" to be taxed.

Above-board business is also possibleas in business that complies with the law, but it is less specific to paying taxes.
