Другая проблема — ничем не оправданная длительность судебного разбирательства как по гражданским делам, так и по уголовным… При этом практически любое судебное решение может быть отменено «в порядке надзора». Надзор, таким образом, превращается в дубинку против судов первой инстанции

I presume that this means that the decisions of lower courts are subject to be reviewed and in many cases overturned or amended by higher courts, in which case "review" seems the right word to me.

disagree Alexander Demyanov : Надзор over lower courts by higher courts isn't just "observation" or "watch". "Надзор" means monitoring the lower courts' activities and reviewing their rulings.

neutral Alexander Demyanov : It is, in part, exercising supervisory powers. However, "надзор" is not just the same as a boss watching a subordinate and snapping commands. "Надзор" is a particular faculty of higher courts, that includes reviewing lower courts' rulings.

agree David Knowles : I think this works best for the whole phrase. "judicial review" sounds much better than simply "review".
