I presume that this means that the decisions of lower courts are subject to be reviewed and in many cases overturned or amended by higher courts, in which case "review" seems the right word to me.

: Надзор over lower courts by higher courts isn't just "observation" or "watch". "Надзор" means monitoring the lower courts' activities and reviewing their rulings.

: It is, in part, exercising supervisory powers. However, "надзор" is not just the same as a boss watching a subordinate and snapping commands. "Надзор" is a particular faculty of higher courts, that includes reviewing lower courts' rulings.

: I think this works best for the whole phrase. "judicial review" sounds much better than simply "review".
