What confuses me is that it seems like they're saying that the bank has placed restrictions on how much money an individual can withdraw from a bank; people have been "restricted" from withdrawing several hundred dollars to $5,000 from ATMs during a 24-hour period. I must be understanding something wrong; how can you "restrict" someone by allowing them to do more than they did before?

That makes more sense...I kept wondering, why would a bank restrict you from withdrawing less than several hundred dollars? It didn't seem to add up. |

: No. In both cases they mean an UPPER bound. Some banks made this bound = several hundred USD, while other banks allowed to withdraw up to 5 thous. USD. / Agree, but asker tells "there's a lower bound as well as an upper bound to withdraws, correct?".

I see where you're coming from Victoria, but I think "UPPER limits" is already implied in the use of the verb "restrict".
