poorly supplied "One of the most poorly supplied with fresh water regions in Ukraine" or (less dense) "one of the regions in Ukraine with the poorest fresh water supplies" (you can turn "most poorly supplied" into "least well supplied" without changing the meaning much).

больше контекста Донецкая область является одним из самых малообеспеченных пресной водой регионов Украины. Исторически сложилось так, что большие запасы полезных ископаемых в Донецком угольном бассейне способствовали бурному развитию промышленности и значительной концентрации населения в регионе. Сформировавшиеся за два столетия в области отрасли промышленности характеризуются значительным водопотреблением. Поэтому в регионе существует острая проблема загрязнения водных ресурсов и связанный с этим дефицит качественных пресных вод для хозяйственно питьевого водоснабжения населения, сельского хозяйства, перерабатывающей промышленности и т.д.

neutral Alexandra Taggart : "fresh water-deficient area" - not many natural springs, very few rivers and so on.They are plenty in Ukraine.I believe, in this text-a supply for human consumption.

It's equally surprising to me. But if they meant drinking water they would say drinking water, I guess. After all, Donetsk Oblast is in the steppe and far from any major rivers. Small rivers tend to dry up in summer.

Thanks, Alex, but now that the asker has supplied more context, this is not a good suggestion because it's not a question of natural endowment, but of what is available now.

If you were to read before writing, you'd see above that my suggestion was made BEFORE the asker supplied the full context, and now I think it's not so good. But "endowed" is quite alright in cases where fresh water availability is naturally determined.

"Underprovided" should be the right term. Ukraine is a green country, has National parks and natural reserves, huge (truly wide) rivers and they are many, plenty of rains in summer and plenty of snow in winter.There could not possibly be any water shortages.Here we can think of communications only.
