It's equally surprising to me. But if they meant drinking water they would say drinking water, I guess. After all, Donetsk Oblast is in the steppe and far from any major rivers. Small rivers tend to dry up in summer.

If you were to read before writing, you'd see above that my suggestion was made BEFORE the asker supplied the full context, and now I think it's not so good. But "endowed" is quite alright in cases where fresh water availability is naturally determined.

"Underprovided" should be the right term. Ukraine is a green country, has National parks and natural reserves, huge (truly wide) rivers and they are many, plenty of rains in summer and plenty of snow in winter.There could not possibly be any water shortages.Here we can think of communications only.
