It's a phrase added at the end of manuscripts whose last pages (or sentences) have been lost. You can find it in Roget's Thesaurus under 'incompleteness' (see ref. 1). For an example of an incomplete text + caetera desunt, see ref. 2 but any web search can give you many more.
