Defining the gate width by etching ..

A gate width is either determined or defined by some process, such as etching, that limits the physical size of the gate electrode. I have not seen "regulate" used for describing the process.

The Japanese "のでは” seems to imply that the chemical ethcing has some limitations.

...regulate the transistor gate width by etching...

The sentence you provide is incomplete, so I can only give you a fragment as an answer...
A little more context, or at least a full sentence, will allow others to provide you with a more complete answer.
Suerte!

or...'Having used etching to regulate the gate width...'
Difficult to parse correctly without the full sentence...

The gate width(s) of the transistor(s) are regulated by means of etching

A very quick and rough stab at this. Something along those lines.
