I don't know anything about gambling, but this expression recurs frequently in Italian legislation that covers the taxation on bets and winnings:

".....e delle vincite prescritte e dei rimborsi non riscossi, relativi alla raccolta delle scommesse diverse da quelle ippiche e sportive, nonché da altri concorsi pronostici"

Betting online in Italy is regulated by a very detailed law which also prescribes minimum winning ratios and similar things. Naturally the winning percentages given/offered by gambling houses cluster around the minimum provided for by that law. So you can take them to be identical.
BTW, I only know because I translated that law. It was a massacre like the Alamo.

disagree Giovanni Pizzati (X) : Sorry, Pompeo! Trattasi di prescrizione giuridica, ovvero le vincite scadute e non riscosse cadute in prescrizione giuridica. Tanto è vero che poi parla di rimborsi non riscossi.
