Frustratingly, the above is all I have from the original doc.
My colleague will get back to me with further info. Until then, I'm going to hang fire on this translation.
However, working groups' makes perfect sense.

Yes the french is more than a little odd. This was passed to me about an hour ago from a puzzled colleag.
