: Delegation in France is usually an institution, on the national, local or sectoral level, like: Délégation Générale à la Langue Française or Délégation des Barreaux de France, in other words - it is an institutional body, NOT representatives

I know, shock horror but I had this just the other day and was inspired to go to Eurodicautom, which is where you will find the above.
In fact, my sentence looked much like yours - are we doing the same text (railway)?
I don't like the translation but it seems that it is Eurospeak and goes with PPP = public private partnerships

The most easily "translatable" of the different kinds of "délégation" is the concession scheme, so I think a convenient and immediately understandable solution is to speak of "concession-type arrangements/contracts", or "concession contracts, etc.".
Of course you may feel obliged to go with Eurospeak. But look what happened to Latin when Rome let bloody foreigners start messing about with it.

I think the problem arises from different conceptions of what should be run by the state and what the private sector can do more effectively (without taking sides).
