It's not very common to hear the word "çürük" (rotten, deteriorated, filthy) to be used to point out corrupt officials who'd love to take bribes. I have found some examples and these are as follows:

On the contrary! The asker has asked in his question whether or not "çürük" could be used to define corrupt officials, and I have responded with some examples. It is clear that a deeper meaning is sought and "çürük" has a deeper meaning than "rüşvetçi".

you can say for "corrupt", rüşvetçi, rüşvet yiyen, rüşvet alan, rüşvet almaya alışmış, yozlaşmış, ahlaksız etc.

If you ask me to choose the best, I'd like to name them as "NAMUSSUZ-ŞEREFSİZ-HAİN". We have many words for this situation that you can say a mouthful.
