El "límite elástico" es un concepto mecánico: es el punto en el que la fuerza ejercida sobre un material lo deforma permanentemente:

Como ves, todos ellos están relacionados con el límite al cual el material se deforma o se rompe. Supongo que en este caso, este límite corresponde a la fuerza de adherencia entre el balón y el eje/alambre externo al cual está unido mediante un adhesivo, que es el punto más débil del sistema.
