This part is not clear for me and it was taken from a ceramic standard. They are explaining the term Flush tank :

1. The discharge has been mentioned, but the inflow has not been. So it may be a regulator.
2. It may be an overflow tube
3. It may be a metered flow valve that delivers a constant flow of water throguh the bowl (as in a urinal)
