initium novum facere

Or 'initium alterum facere'. They mean literally 'to make a new beginning' and 'to make another (a second) beginning' respectively. There is no single word in good use which conveys the notion of 'to start over'.
Peer comment(s):

agree Jennifer White : or iterum incipere? "Start over" is, in fact, very sloppy English and should read "start again" IMHO!
