For ¥"Livonia¥", you may say ¥"リヴォニア¥" or ¥"リボニア¥", as ¥"Victor¥" can be expressed as ¥"ヴィクター¥" or ¥"ビクター¥". Maybe, ¥"ビクター¥" is more popular because of the name of a company.

Agreed. I don't know what is the purpose.
neutral KathyT : I'm not sure what the purpose is in this case, but when we filled out our children's 出生届 at the local consulate, the addresses of where they were born had to be transliterated just like this as it was outside Japan. Ridiculous but true.
