A valid inventory check requires time and concentration, the larger the inventory, the more time that is required. An inventory check cannot realistically be carried out at the same time as normal warehouse activities, therefore a cut-off point must be made and the check undertaken outside of working hours or the facility closed for the period of time it takes to complete the inventory check.

I think 'cut-off point' here refer to the time when all the normal warehouse operation must be stopped, and the only activities that allowed to be carried out in the warehouse is the inventory check to ensure there are no inventory change during the check.
Some large superstores close their store when they're doing this.
