Not knowing the rest of the document, I can only assume that perhaps previous employment contracts were unfair and have therefore been redrawn. I propose the French equivalent of "fair employment contracts".

If this is a US contract, it probably refers to Balanced Employment which reflects local demographics. In this case the translation would be "les contrats d'emploi équilibré ont été restructurés."

It could also represent Equal Opportunity. If this is true, then "balanced employment contracts were redesigned" should be translated "les contrats assurant l'égalité des chances ont été restructurés."
