That's how I feel it.
Because I would rather say that they sit for "kvalifikační zkoušky/testy" than "autorizační".... But I guess both are pretty close.
Normally, they need to qualify by a number of years of service within the industry as well as by passing sit-in exams or presentations before they are awarded these titles.
All these are "professional membership" titles, and e.g. in the UK they all take it rather seriously, run events, take part in the regional "social" meetings, etc. I don't know what type of titles Czech "profesní organizace" award...
