I looked up "laadkuil" in my Kluwer (unfortunately I don't have access to v.d. Ende Lexicon), but it wasn't mentioned anywhere.

"Verharding" could, in my view best be rendered here as paving/surfacing, since hardening is often used in the sense of becoming hard. Or indeed asphalting, if that is the kind of surfacing we are concerned with.
