Yes, literally kick/shoot the ball forward, but clearly it's intended as a metaphor. Therefore, I'd omit the bit about Argentinian football terms and use this English idiom:
Meaning:
If an issue or problem is kicked into the long grass, it is pushed aside and hidden in the hope that it will be forgotten or ignored.
