This type of contract does not exist or, better, there is no equivalent in English law. It is a binding contract between one or more undertakings to "pool" resources enabling the undertaking that lacks the resource/requirement (availee) to take part in a procurement tender to rely on another undertaking (availor) to supply such resource/requirement without forming a temporary grouping/association of enterprises or consortium.
