History
In a letter, dated in July of 1939 and written by a Jewish refugee from Vienna, then staying in Menton-Garavan, France, the writer talks about spending some time in Nice, France, where she had to go to various offices on a daily basis, followed by:
"Endlich erhielten wir das Rezepisse für 3 Monate und da hatten wir Glück, dass es für die ganze Riviera ausgestellt wurde, sonst hätten wir mit unseren Lieben nicht beisammen bleiben können. Es werden nämlich nur bestimmte Orte zugewiesen, es ist auch kein Wunder, weil soviele hier sind!!”
Every reference I can find defines "Rezepisse" as a "receipt" or "acknowledgment of receipt," but this doesn't seem to fit this context. It is obviously some sort of document that was issued, which was apparently valid for 3 months. Perhaps just a "temporary visa" or "residence permit" of some kind?

German term (edited):
das Rezepisse
receipt of a {travel-pass} ID card application
A token alternative answer.
Picasso's own photgoraphed document, as per the first Discussion Entry, shows that - back then pre-World War II - it is an acknowledgement of receipt of an ID / Identity Document application doubling as a travel pass ['...da hatten wir Glück, dass es für die ganze Riviera ausgestellt wurde...'] whereas, these days, it doubles as a temporary residence permit aka once in the UK: temporary leave to stay.
We have to hope and pray that the applicant, post-Germany's invasion of France, didn't come to a sorrowful end.

Example sentence:
Le préfet peut-il légalement refuser de délivrer un récépissé de demande de titre de séjour ?

Reference:
récépissé
The récépissé is a "receipt of request for residence", which is a temporary permit to stay in France while the bureaucrats scrutinize your paperwork, not a travel document or visa.

: I would add "temporary residence permit" in brackets/parentheses for the benefit of English readers who have little or no knowledge of French.
