English term (edited): marriage officer - cum - district magistrate

It's officer rather than the French of officier and a magistrato in Roman civil-law countries is routinely a senior judge, as opposed to a low-level, first-instance magistrate.

I am unsure cum, though Latin, is used as a preposition in either Italian (cf. in qualità / in funzione di) or Spanish -> con.

Also the English source text ought to read does hereby certify or certifies, rather than hereby certify as there is only official, albeit acting in a dual capacity.
