Ciao Eugenia. È un'espressione standard che ha lo stesso significato di quella priva del "non", come tu stessa ipotizzavi. Il "non" viene evidentemente dalla denominazione di a una certificazione che presuppone l'assenza di reati, e che è o era richiesta in alcuni casi, poi è passata a indicare i certificati in questione a livello generale.
