If, as you say, and as I suspect, the English was written by a French (or other non-native) speaker or was translated ('allows' for permet de is a dead giveaway), the words are not quite right.
I understand this to be a switch contact that is activated when the non-return valve is 'stuck' (jammed) in the closed position. Whether remaining blocked in the closed position is desired or not, it's hard to tell, but I imagine not.
IOW, I take 'jamming' to refer to the valve being stuck, not to a bourrage of the materials being conveyed through the valve.
