Horizons Blue
A nod to “Horizons New” = the ambition of many a conference, to go as far as the eye can see, i.e., in this case, where sea and sky meet, whilst “Blue” can be the sea or the sky. No reference to Heaven here - which in any case might sound rather odd at a conference (depending on whether it needs to be taken seriously).
Discussion
"Heaven at sea" would be fine if it's about pleasure boats, less so for container ships.
