Law (general)
In a piece of legislation from Puerto Rico, Act 187 of 1998, for which I have been unable to find the English version (which must surely exist somewhere):
Artículo 5. - Todo acuerdo, convenio, contrato, reclamación o ALTO JURÍDICO en el cual se haya obligado la Administración de Facilidades y Servicios de Salud, mantendrá su validez y será responsabilidad del Departamento de Salud honrarlo.

: I think you are right about the typo, but it should be "legal act" rather than action

high level of legal guarantee
The description states:
'The Department of Health is responsible for each agreement, deal or treaty, contract, claim or high level of guarantee, legality and certainty in which the Administration of Health Services and Facilities is obliged to maintain its validity and effectiveness.'
It's about concerns for legal certainty and guarantees.
On the Linguee web site are examples of areas in which legal certainties and guarantees must be maintained at high grades or levels:
(1) "Support was expressed for the view that a stricter standard would be needed for those certificates in which a high level of legal certainty is attached."
(2) "There's a principle on freedom of speech or expression and the concerns regarding the efforts to maintain high levels of legal certainty in Europe."
