Yes, Thanks Again I was able to come up with an accurate translation of the phrase about a half hour ago. That paragraph proves that I have one now.

Amt (Office) Westen (West) is not a castle but the office in charge of the loot, cf.

Convoluted structure It means the museum has become the first stopover point for artwork on its way to Germania-to-be. This first stage is about registering and checking incoming pieces.

Museum

I would propose that the AMT Westen Castle "became a museum of France on the way to the Reich". This would be Germany in the Second World War.
The objects were stocked in the castle there awaiting further transit. As such it would have seemed like a museum.
