I agree with the first answer that it's a Council Chamber - like the Privy Counsel - and not Counsel as in a Legal Advisor, also with the 'in chambers' so an expedited process, like an injucntion, albeit not necessarily in secret: '...pronuntata in sedinta publica, azi...'
Pace Peter S., I am unsure this is talking about a Judicial Committee in Civil + Criminal Matters, as in the UK House of Lords of old - now the Surpeme Court of Justice.

: Camera de consiliu corespunde nu cu Council, ci cu (judge's) chambers, cu terminația -s. Ședințele din camera de consiliu se desfășoară neapărat în secret, dar deciziile astfel luate pot fi pronunțate mai apoi în ședință publică.

OK thank you. But in EN, chamber can be a space or an institution, not only the Judge's closed or private chambers. E.g. Star Chamber, US Supreme Court chamber opinion.
