I know this is for returning residents, but what is the exact term for it?

Because תושב חוזר ותיק is an official term with a specific definition.

@Shalom "More than ten years consecutively" was suggested by Harold as a possible explanation in brackets, not as context or fact. Also, how can anyone be certain that "ותיק" does not refer to age?

As has been stated already, ותיק in this context means that he/she has been away from Israel more than 10 years consequtively. I don't have a good brief translation for it at the moment, but it certainly does not indicate age, but rather a long time away from the country.

returning former residents

However, just "returning residents" already implies that they were there before as residents.
Note from asker:
The fact that the returning period has to be at least 10 years is there a specific term you suggest? I would just type that note between brackets.
